In July 2014, the Centers for Medicare and Medicaid Services (CMS) issued guidelines allowing Medicaid to reimburse for services, such as applied behavior analysis (ABA), to address autism spectrum disorder (ASD) (see below). Subsequently, California's Department of Health Care Services (DHCS) submitted a State Plan Amendment (SPA) on September 15, 2014 requiring that Medi-Cal plans cover ABA services for the treatment of autism. A second draft to the SPA was issued on December 19, 2014 (see below). The SPA defines eligibility requirements and qualifications of providers. Currently, DHCS is conducting Behavioral Health Treatment (BHT) Stakeholder meetings once per month to disseminate information on this new benefit to interested stakeholders.
